This solves a couple of problems. Moving the spare wheel to the front allows far easier fitting of rear mounted bike racks and helps with balance. Moving the battery to the outside certainly frees up more storage room inside, but carries the risk of theft. Notice where the jockey wheel sits on USA vans.
